全校师生：
兹有我校马里籍留学生BOIREKASSOUM（专业：经济学；学习期限：年9月至年7月），该生所持旧护照有效期至年8月23日。我办曾多次提醒学生需在护照到期前一至三个月内至武汉市出入境管理局进行备案，但该生无视我办提醒，于护照过期前一日（8月22日）至出入境申请办理居留许可延期，当即被要求尽快更换有效护照，并在拿到新护照后即刻至出入境办理签证延期。
年9月10日，马里大使馆已为该生发放新护照，但在无任何有效理由的情况下，该生于16天后（9月26日）才至出入境申请办理居留许可延期。当天，出入境对该生处以罚款，该生以需要时间筹钱为由，直到11月6日才至我办领取办理居留许可相关材料，次日至出入境提交材料，但仍未缴纳罚款。
年11月7日后，我校老师及出入境警官多次尝试联系该生，该生进入失联状态。直到年3月20日，我校老师通过多方途径联系上该生，并督促该生至出入境接受处罚，该生仍以无资金为由，拒绝缴纳罚款。出入境管理局决定对该生处以10日行政拘留，并拟定于4月13日将该生驱逐出境，遣送回国。

Bachelorinternationalstudent,BoireKassoumfromMaliinSeptemberstartedreadinghismajorinEconomics.HeisexpectedtograduateinJuly.BeforeKassoumchangedtohiscurrentpassport,hewasonapreviouspassportwhichwasvaliduntil23rdAugust,.TheInternationalStudentAffairsOfficehasrepeatedlyremindedstudentstoinformtheInternationalOfficeaswellastheWuhanImmigrationwithinaperiodof1-3monthsbeforetheexpirationoftheirpassportorResidencePermit.However,despiteallthesereminders,thestudentignoredthisdirective.Hethencamtotheinternationalofficeon22ndAugust,adaybeforehispassportwillexpireandrequesteddocumentforresidencepermitextension.Asmanyofyouarealreadyaware,Chinadoesnotgivearesidencepermitlongerthattheexpirationdateofthepassporttherehisresidencepermitwasalsoexpiringon23rdAugust,.BecauseofthisanextensionofhisResidencePermitisonlypossibleafterhehasreceivedanewpassport.
BoireKassoumwashoweverabletoobtainanewpassporton10thSeptemberfromtheMalianEmbassy.Butwithoutanyvalidreason,Kassoumdidnotimmediatelygotoimmigrationtoapplyforanewresidencepermit.Hewaiteduntil26thSeptembertogotoimmigrationtoinformthemofthesituationwithhispassport.HewasthenfinedbyimmigrationduetobeingillegalinChinaandalsowithnoevidencethat,hedidindeedhaveanewpassport.Hetoldimmigrationthenthathedidnothavethemoneytopayforthefinebutneededsometimetoraisethemoney.Towhichimmigrationagreed.Itwasonlyon6thNovember,thatheinformedtheinternationalofficeandthencamefordocumentsforimmigrationforresidencepermitextension.On7thNovember,hewenttoimmigrationtosubmittheresidencepermitextensiondocumentsandhewasagainaskedtopaythefinetowhichheagainsaidhehadnotyetraisedthemoneyandthenlefttheImmigrationOffice.
Sincethenimmigrationhasrepeatedlytriedtogetintouchwithhimbutithasbeenimpossible.Thereforeon20thMarch,immigrationinformedtheinternationalofficeandrequestedthattheofficehelpedthemlookforthestudent.Theofficealsotriedmanytimestogetintouchwiththestudentuntilthroughmultiplechannelswasfinallyabletocontacthim.Hewasurgedbytheofficetopaythefinetopreventfurtherpunishmentfromimmigration.Yetwhenhearrivedatimmigrationon3rdApril,BoireKassoumstillmaintainedthathehadnomoneytopaythefine.
TheofficersatimmigrationthengotannoyedandfeltthatBoireKassoumdidnotrespecttheChineseImmigrationLawthereforetooktheirmercyforgranted.Theydecidedthereforetodetainhimfor10daysandafterwardson13thApril,sendhimbackhomeandoutofChina.HeisagainnotallowedtoenterChinawithinthenext5years.
TheInternationalOfficeiscurrentlyhandlingmattersrelatingtohisticketpurchaseandothermattersthatrelatestohisexitoutofChina.
ThisnoticeherebyexplainsBoireKassoum’ssituationwithimmigration.
